Ohio Rep. Josh Williams introduces bill for tax deduction on church tithes

State Representative Josh Williams (R-Sylvania Twp.) announced the introduction of the Tithing Protection Act at a press conference on September 10, 2025. The proposed legislation would allow Ohio residents to claim a personal income tax deduction for certain donations made to churches.

“The government should not be taxing what belongs to God,” said Rep. Williams. “For generations, Ohio families have faithfully tithed to their churches, supporting ministries that feed the hungry, shelter the homeless, and lift up our communities. The Tithing Protection Act recognizes that these gifts are sacred, not taxable income, and ensures Ohio law reflects that truth.”

The bill aims to amend section 5747.01 of the Ohio Revised Code so that taxpayers who itemize deductions on their federal returns could also deduct qualifying charitable contributions made to a church or church association from their Ohio taxable income.

The legislation has yet to receive a bill number or committee assignment.
